HARTFORD, Conn. (AP) -- Just one Connecticut hospital has agreed to participate in the new Charter Oak health care plan for the uninsured, but efforts are under way to sign up more facilities, the state's social services commissioner said Wednesday.The Hospital of St. Raphael's in New Haven is the first to agree to treat those covered by the plan, which was designed by Connecticut to provide basic health coverage to adults who otherwise would have no insurance for a low premium.
"The hospitals have been an issue. I'll be open with you," Commissioner Michael Starkowski told members of the legislature's Appropriations Committee.
Some facilities have been hesitant to sign up, concerned they might lose money by accepting patients covered by Charter Oak. The floor reimbursement rate for the health insurance plan, Starkowski said, is the same as for Medicaid patients, which doctors and hospitals have complained is too low to cover their expenses.
